Centre Notifies Passport Amendment Rules 2026, Revises Validity for Children Below 15

New Delhi, September 17 (KNC): The Ministry of External Affairs (MEA) has notified the Passports (Amendment) Rules, 2026, bringing changes to the Passports Rules, 1980, particularly concerning the validity period of passports issued to children.

According to the notification issued on September 15, 2026, an ordinary passport containing 36 pages issued to a child below 15 years of age will remain valid for five years from the date of issue or until the child attains 18 years of age, whichever is earlier.

The amendment has been notified under the powers conferred by Section 24 of the Passports Act, 1967.

The revised provision replaces the earlier corresponding provision under Rule 12 of the Passports Rules, 1980.

The notification further states that the Passports (Amendment) Rules, 2026 will come into force from the date of their publication in the Official Gazette.

The amendment is aimed at updating the passport validity framework for children, providing a clearly defined validity period based on the child’s age at the time of passport issuance.(KNC)

Two Labourers Killed in Landslide Near Jingchan on Ralakung Road

Leh/Ladakh, September 17: Two labourers were killed after loose soil collapsed during road construction work near Jingchan, under Leh jurisdiction, on Thursday.

The incident occurred during construction of the road leading to Ralakung village in Zanskar. The road project is being executed under the Roads and Buildings (R&B) Department, Zanskar. The sudden collapse of loose soil trapped two labourers beneath the debris.

According to sources, the rescue operation was carried out by Ladakh Police personnel from Zanskar Police Station and the Tungri Rescue Team, with assistance from the CRPF and Indian Army. After sustained efforts, both buried labourers were recovered from the debris. Police personnel from the Leh jurisdiction reached the spot after the rescue operation, sources said.

The deceased have been identified as Abdul Hamid, 24, son of Mohd Safi, and Pawan Kumar, 26, both residents of Kishtwar.

Three other labourers sustained injuries and were shifted for medical treatment. They have been identified as Ghulam Mohd, 35, son of Mohd Ramzan; Omar Wani, son of Zohar Ahmed; and Muneeb Bashir, son of Bashir Ahmed, all residents of Kishtwar. Muneeb Bashir was reported to be in stable condition.

All the labourers were working under a J&K-based contractor engaged in the road construction project.

45-Year-Old Man Injured In Bear Attack In Kokernag

Anantnag, Sep 17 (JKNS): A 45-year-old man was injured after being attacked by a bear in the Charward Gadool area of Tehsil Kokernag in Anantnag district on Thursday.

Officials told news agency JKNS that, the injured has been identified as Fayaz Ahmed Khan, son of late Abdul Rehman Khan, a resident of Charward, Kokernag.

Following the attack, he was shifted to Sub-District Hospital (SDH) Kokernag for medical treatment.

ACB Unearths Rs 2.61 Crore PDS Fraud, Disproportionate Assets Worth Crores; 3 FIRs Registered

Srinagar, Sep 17 (GNS): Jammu and Kashmir Anti-Corruption Bureau (ACB) on Thursday said it has registered three different FIRs against officers and officials of Transport, Rural Development Department and CAPD departments.

In a handout to GNS l, the ACB said it has registered a disproportionate assets case FIR No. 06/2026 under Section 13(1)(b) r/w 13(2) PC Act 1988 at Police Station ACB Jammu against Ashwani Kumar, an employee of Motor Vehicle Department, son of Chunni Lal, resident of Vinayak Nagar, Muthi, Jammu.

According to ACB, verification revealed that the accused has acquired huge assets both movable and immovable, disproportionate to his known sources of income, in his own name as well as in the names of his family members, including shops, plots, flats and luxurious vehicles. During investigation, search warrant was obtained from the court and search was conducted at his residential premises at Vinayak Nagar, Muthi, Jammu in presence of independent witnesses and magistrates, it said.

In another case, ACB has registered FIR No. 03/2026 at Police Station ACB Baramulla under Section 5(1)(e) r/w 5(2) of J&K Prevention of Corruption Act against Sheeba Inayat, JKAS, then Block Development Officer, Singhpora/Pattan, for accumulation of assets disproportionate to known sources of income.

The assets include huge bank balance, FDRs, LIC policies, jewellery, besides immovable properties such as five-storeyed commercial shopping complex at Baramulla and plots at Baramulla, Gulmarg, Kreeri and Chowadi Jammu. Searches were conducted at her residential as well as office premises after obtaining warrants from Anti-Corruption Court Baramulla and incriminatory material was seized, ACB said.

In the third case, ACB has registered FIR No. 04/2026 at Police Station ACB Baramulla under Section 5(1)(c), 5(1)(d) r/w 5(2) of J&K Prevention of Corruption Act and Sections 409, 120-B RPC against Sheeba Inayat, JKAS, then Assistant Director, Consumer Affairs & Public Distribution Baramulla and Mohammad Shafi Rather @ Kandaman, then Salesman in CAPD Department Baramulla, besides other public servants.

ACB said the case pertains to alleged malpractices in distribution of government food grains under public distribution system during June 2013 to June 2015. Verification established unauthorized diversion of food grains from APL to BPL/AAY categories involving Rs 26,32,468, unexplained shortage of 16,763.77 quintals worth Rs 1,67,63,770, discrepancy of 6,120.13 quintals worth Rs 61,20,130 between district and circle-wise statements, short remittance of Rs 6,74,194 and abnormal escalation in ration cards during 2014 floods, causing wrongful loss of Rs 2,61,90,562 to the exchequer, ACB said.

Searches were conducted at residential and office premises of both accused and incriminatory material was seized, it said, adding further investigation in all three cases is underway.(GNS)

NHM Employees Extend Strike By 72 Hours From Sep 18 Across J&K

Srinagar, Sep 17 (GNS): The Jammu & Kashmir National Health Mission Employees Association (JKNHMEA) on Thursday announced extension of its ongoing peaceful protest/strike by another 72 hours across the Union Territory.

In a communication addressed to the Mission Director, National Health Mission, J&K, the association as per GNS said the extended strike will commence from September 18, 2026.

The association said the extension has been necessitated due to continued pendency of its long-standing and legitimate demands and absence of a concrete, time-bound resolution from competent authorities.

The association reiterated that the protest will remain completely peaceful, democratic and constitutional, and all participating employees shall maintain discipline and uphold public order.

The association said it remains committed to dialogue and constructive engagement and hopes the Government will initiate meaningful and time-bound measures for resolution of genuine grievances of NHM employees.

The intimation has been issued in reference to its earlier communications dated September 6 and September 11, 2026, it added.(GNS)

Daily Traffic Jams in Kulgam Leave Commuters Stranded

Kulgam, Sep 17, KNT: Daily traffic congestion in the Khudwane, Qaimoh in south Kashmir’s Kulgam district is causing severe inconvenience to commuters, with traffic movement reportedly remaining disrupted for hours.

Locals said the congestion has become a regular occurrence, leaving patients and their attendants travelling towards hospitals in Anantnag and Srinagar particularly vulnerable to prolonged delays. Ambulances, school buses, employees and other commuters are also reportedly getting stuck in lengthy queues on a daily basis.

According to locals, the traffic bottleneck has persisted despite the recurring disruption, with no effective measures being visible to ensure smooth movement of vehicles through the area.

The prolonged jams are also causing difficulties for people dependent on public and private transport for routine travel, while delays involving ambulances have raised concerns among those accompanying patients to hospitals outside Kulgam district.

Locals have urged the Motor Vehicles Department and the Assistant Regional Transport Officer (ARTO), Kulgam, to strengthen traffic regulation in the area and identify measures to address the bottleneck.

They have also appealed to the district administration to ensure that emergency vehicles, particularly ambulances carrying patients, are able to pass through the congested stretch without prolonged delays. [KNT]

Aga Ruhullah Joins NHM Protest in Budgam as Strike Enters Eighth Day

Budgam, Sep 17, KNT: National Health Mission (NHM) employees protesting over their long-pending service-related demands received support from Lok Sabha MP Aga Syed Ruhullah Mehdi on Thursday, as their strike across Jammu and Kashmir entered its eighth day.

Ruhullah joined the protesting NHM employees in Budgam and expressed solidarity with their ongoing agitation. The employees have been seeking resolution to issues of service security, pay parity, and other employment-related demands.

NHM employees have been pressing the administration to address their demands through a comprehensive mechanism rather than temporary measures. Their concerns include regularisation or long-term job security, parity in pay and benefits, and social-security-related provisions.

The agitation entered its eighth consecutive day on Thursday, with employees continuing their protest despite the disruption to their routine duties.

Ruhullah's participation in the Budgam protest comes amid growing political attention to the NHM employees' demands. 13 Injured As Tata Sumo Meets With Accident In Mendhar Poonch

Poonch, Sep 17 (GNS): At least thirteen persons, including children, were injured after a Tata Sumo met with an accident near Dharana Water Point in Mendhar area of Poonch district on Thursday.

Officials told GNS that the vehicle bearing registration number UP16DT0695 met with an accident near Dharana, resulting in injuries to 13 passengers.

All the injured were immediately shifted to Sub-District Hospital (SDH) Mendhar for treatment.

Block Medical Officer, Dr. Gazala Choudhary said that two ambulances brought all 13 injured persons to the hospital and their condition is stable. She said those requiring further specialized care will be referred if necessary.

The injured have been identified as Abdul Rehman (55), Anisa (11), Khatoon Bi (45), Alyas Ch (19), Ayat (9 months), Sobia (19), Zafran Ch (21), Shanaz Akhter (39), Sobia Kouser (25), Rizwan (6 months), Baby (6 months), Akhter Bi (35) and Zareen Akhter (30), officials added.

Pakistani JeM Terrorists Saddam And Mustafa Killed In Udhampur Encounter: Police

Jammu, Sep 17 (GNS): Jammu and Kashmir Police on Thursday said that two Pakistani Jaish-e-Mohammed (JeM) terrorists killed in Operation Soan have been identified as Saddam and Mustafa.

In a post on X, J&K Police wrote, "You Can Run But You Can't Hide! Op Soan: the two neutralised Pakistani Jaish-e-Mohammed terrorists have been identified as Saddam and Mustafa."

Police said that arms and ammunition including an AK Assault Rifle with 4 magazines, an M4 Carbine with 3 magazines, a G***k Pistol with 2 magazines and 4 grenades were recovered from their possession.(GNS)
