Empowering Nationals in Development: A Policy Response to Brain Drain

The issue of brain drain from Papua New Guinea (PNG) to Australia has become increasingly significant, with many skilled professionals seeking better opportunities abroad. This migration is largely driven by socioeconomic challenges within PNG, including limited access to quality infrastructure, unstable employment prospects, and inadequate remuneration compared to what is offered in Australia. These push factors create a strong incentive for educated and technically skilled individuals to leave, resulting in a loss of human capital that PNG desperately needs for its own development.

The consequences of this trend are particularly damaging for PNG, as the country loses technical skilled professionals who are essential for advancing renewable energy projects, healthcare, education, and other critical sectors. Without these professionals, PNG faces difficulties in sustaining growth and implementing innovative solutions to its pressing challenges. This not only slows down national progress but also increases reliance on foreign expertise, which can be costly and less sustainable in the long run.

Furthermore, opportunities to participate in infrastructural and economic development often favor foreign companies and workers rather than PNG nationals. Large-scale projects are frequently awarded to international firms, leaving local professionals sidelined despite their potential to contribute meaningfully. This imbalance perpetuates dependency on external actors and undermines the empowerment of PNG’s workforce. Addressing these structural issues is vital if PNG is to retain its talent and ensure that its citizens are the primary beneficiaries of national development.

FLOW DISCHARGE CURVE (FDC) - WARA MARIL, GUMINE, SIMBU

Wow……using NASA Power website I was able to pull 26 years from 2000 - 2025 of daily precipitation data which aided me to do the Flow Discharge Curve (FDC) below. A FDC helps in understanding the characteristics and behavior of the concerned river which in this case is Wara Maril. From these data, the average flowrate for these 26 years has been 7.4 cubic meters per second.

From the data I was able to get average precipitation for each month which in turn helped to do the FDC. From it, I picked out several (43) freak events from these 26 years data where the flowrate far exceeded what would be deemed as normal by 1,200 - 5,300% which is a concern especially for what we are embarking on. I am also consulting other reliable websites to compare against these data I have.

Dates when these events occurred are also known which is just great because we can confirm with locals and get further details surrounding these events.
These data will assist us in determining the following below;

1. Flood forecasting and preparation
2. Appropriate Infrastructure design
3. Determining site location
4. Resource management (water)
5. Turbine sizing and power generation planning

I strongly suggest to anyone needing such data to visit NASA Power website to get weather and climate data there.
