NTF-ELCAC Hails DICT’s “Balik Loob” Program as Catalyst for Peace and Digital Transformation in Mindoro
The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has expressed strong support and commendation for the Department of Information and Communications Technology (DICT) following the successful launch of the “Balik Loob: Reintegrasyong Digital Program” in the provinces of Occidental Mindoro and Oriental Mindoro.
The initiative, piloted in five barangays including Barangay Sigange, marks a significant shift in the government’s reintegration efforts for former rebels. By addressing the digital divide, the program equips surrenderees with essential digital literacy and ICT skills, enabling them to transition into productive members of society and participate in the modern economy.
According to the NTF-ELCAC, empowering former rebels through digital connectivity is a crucial step toward achieving lasting peace. The agency emphasized that sustainable development and access to opportunities are key in ending local insurgency.
The commitment of DICT Secretary Henry R. Aguda to strengthen ICT infrastructure and reduce internet costs in the MIMAROPA region was also highlighted as a strategic move that supports both development and peacebuilding efforts.
“Peace is not merely the absence of conflict; it is the presence of progress,” the Task Force stated, noting that providing returnees with tools for digital participation helps protect communities from the influence of insurgent groups.
The Task Force also echoed the sentiments of Humerlito "Bonz" Dolor, who underscored that regional stability is closely tied to national unity. The collaboration among local government units, DICT, and NTF-ELCAC reflects the government’s Whole-of-Nation Approach in addressing insurgency.
Officials said the “Balik Loob” program goes beyond traditional reintegration methods by offering sustainable livelihood opportunities through technology, demonstrating the government’s commitment to healing and long-term development.
Through initiatives like this, even remote communities are being integrated into the country’s digital roadmap, fostering economic resilience and inclusive growth.
The NTF-ELCAC reaffirmed its mission to end decades-long insurgency through development-driven strategies and called on remaining members of underground movements to consider reintegration. The government, it said, stands ready to support them—not only with open arms, but with tools to build a better future.
