Luis Reina has been cooking on Rikers Island for 29 years, preparing meals under strict security measures for 3,800 detainees and staff. Every ingredient is inspected, knives are chained to counters, and tomato can lids are locked away. “People say the food on Rikers Island is nasty, and they are looking at the cooks,” Reina says. “I only cook what I was told to cook.” But change is coming—New York City has introduced a new initiative to incorporate more plant-based meals, aiming to improve nutrition in a place where most produce arrives canned and salt has been banned since 2014.

Cooking at Rikers is more than just a job—it’s a way to bring a small sense of humanity to those inside. “Mealtimes are the only connection the guys have to staying sane,” says cook Tamara Craddock, who improvises barbecue sauce from ketchup and jelly to make meals more palatable. Yet the work remains grueling—eight-hour shifts behind locked doors for a starting salary of $38,858. For Reina, who has spent half his life on the island, retirement is on the horizon. “You want to get out and explore,” he says, dreaming of a cruise, a visit to his family in Panama, and a plate of pasta in Italy.
