Media is so subjective, you really need to know your goals beforehand. A lot of issues or lack of ROI in the media world (especially for small businesses) come from putting the cart before the horse. Knowing who you want to speak to and what you want to say, is crucial to the success of your media budget. Lots of people building elaborate beautiful backgrounds when plain white would have produced a higher return. Focus on what matters.
