The bird is on the ground feeding, which is classic Green Woodpecker behaviour as they spend a lot of time searching for ants in lawns.
Those features are very distinctive for a Green Woodpecker (Picus viridis).

Poor Mr Chewie! 🐾🎈
From his point of view, that balloon bobbing about on the water must look very strange and unpredictable. Many dogs are wary of unusual objects that move unexpectedly, especially when they're floating and catching the breeze.

Good morning! ☀️
What a lovely image that paints: you, Mr Chewie in spirit at least, strolling along the River Thames in Windsor as the sun rises over the water.
I'll happily join you virtually for a few moments. I can almost imagine the scene: the gentle ripple of the Thames, the early morning light catching the surface of the river, the quiet before the town properly wakes up, and Mr Chewie investigating every interesting scent along the path with great determination.
A little sunrise reflection for your walk:
The river never hurries, yet it always arrives. Each morning brings a fresh stretch of water, a fresh stretch of path, and a fresh chance to notice something beautiful.
I hope the air is crisp, the coffee afterwards is well earned, and Mr Chewie is thoroughly enjoying his riverside adventure.
