Concern:
Strengthening separate centres may reinforce segregated service delivery, rather than integrating children into mainstream schools and community systems. Inclusion ideally prioritizes neighbourhood schools and universal services, not parallel institutions.
2. “മുഖ്യധാരയിലേക്ക് കൊണ്ടുവരണം” (bring into the mainstream)
“ഭിന്നശേഷിക്കാരായ കുട്ടികളുടെ സമഗ്രമായ വികാസം സാധ്യമാക്കിക്കൊണ്ട് അവരെ മുഖ്യധാരയിലേക്ക് കൊണ്ടുവരണം”
Concern:
This language implies children are outside the mainstream and must be “brought in.” Modern inclusion philosophy says they already belong in the mainstream; systems must adapt to them.
സാമൂഹ്യ നീതി വകുപ്പിനെയും വിദ്യാഭ്യാസ വകുപ്പിനെയും സ്വന്തം വകുപ്പിനെയും കുറ്റക്കാരാക്കിയാണ് സംസാരിച്ചത്. സഖാവെ, ഉൾച്ചേർക്കലിന്റെ രാഷ്ട്രീയവും തത്വശാസ്ത്രവും ഒക്കെ പുതുക്കാൻ സമയമായി.

Concern:
Heavy focus on rehabilitation can reflect a medical or deficit model (fixing the child), rather than a social model (removing barriers in society).

Concern:
If vocational and life-skills training happen only inside special centres, youth may be excluded from mainstream skill missions, ITIs, colleges, and workplaces
..അടിസ്ഥാന സൗകര്യ വികസനത്തിനും കുട്ടികൾക്കാവശ്യമായ ഉപകരണങ്ങൾ ലഭ്യമാക്കുന്നതിനുമായി 4.7 കോടി രൂപ കുടുംബശ്രീ മുഖേന ചെലവഴിക്കുന്നതിന് സർക്കാർ അനുമതി നൽകിയെന്നും മന്ത്രി പറഞ്ഞു.

Infrastructure-heavy investment may overshadow:
inclusive education reform
home/community support
school accessibility
digital inclusion
family empowerment
True inclusion requires system reform, not only physical centres.
ഒരു മന്ത്രിയെന്ന നിലയിൽ ന്യുറോ ഡൈവെർജെന്റ് ആയവരെക്കുറിച്ചു സംസാരിക്കുമ്പോൾ ഉപയോഗിച്ചിരിക്കുന്ന ഭാഷ “ഭിന്നശേഷിക്കാരായ” (differently abled – acceptable but outdated), “പുനരധിവാസം” (rehabilitation), “കേന്ദ്രങ്ങൾ” (centres) ഇതൊക്കെ സ്പെഷ്യൽ സ്കൂളുകളും തെറാപ്പി സേവനങ്ങളും നൽകുന്ന ഒരു സ്വകാര്യ സേവന ദാതാവിന്റെ ഭാഷയാണ്.
ഒരു മന്ത്രിയെന്ന നിലയിൽ Rights-based inclusion mindset (participation, autonomy, citizenship) ഉള്ള ഭാഷ താങ്കൾ ഉപയോഗിക്കണമായിരുന്നു.
