In a significant move blending tribute with transformation, the Karnataka government has announced that Bengaluru City University will be renamed Dr Manmohan Singh Bengaluru City University, honouring the legacy of former Prime Minister Manmohan Singh. The announcement was made by Karnataka Chief Minister Siddaramaiah while presenting his 16th state budget in the Legislative Assembly.

Calling the decision a tribute to Manmohan Singh’s contribution to India’s economic reforms and higher education, the Chief Minister said the government aims to develop the university into a model institution of national repute. As part of this vision, Government Arts College and Government RC College will be converted into constituent colleges of the newly renamed university, strengthening its academic foundation in the heart of Bengaluru.

The education-focused budget unveiled several other ambitious initiatives. A new constituent college of Visvesvaraya Technological University will be established in Chintamani Taluk of Chikkaballapur district, with an allocation of ₹150 crore, aimed at expanding access to quality technical education in semi-urban regions.

At University of Mysore, the government will introduce the Prof Nanjundaswamy Research Chair, reinforcing research in social sciences and agrarian studies. In a major infrastructure push, Siddaramaiah also announced that ₹2,500 crore, with assistance from the World Bank, will be invested over the next four years to upgrade first-grade colleges and establish Centres of Excellence across the state.

Women’s education received special attention, with 26 women’s higher education institutions set to be upgraded at a cost of ₹26 crore, building on last year’s upgrade of 31 such institutions. Addressing staffing gaps, the CM said the government will take steps to fill 2,000 vacant teaching posts in government degree colleges, engineering colleges, and polytechnics.

Additionally, ₹275 crore has been earmarked to provide essential infrastructure in government engineering colleges, polytechnics, and degree colleges—underscoring the administration’s focus on quality, access, and inclusivity in higher education.

With the renaming of Bengaluru City University after Dr Manmohan Singh and sweeping investments across the education sector, Karnataka is positioning itself to blend legacy, reform, and future-ready learning into a single, ambitious vision.

Silent Warriors on Kartavya Path: Indian Army’s Animal Contingent to March on Republic Day 2026

New Delhi : 31 Dec 2025

India will witness a rare and powerful sight on Republic Day 2026 as animals of the Indian Army march proudly along Kartavya Path, symbolising endurance, sacrifice and India’s unique high-altitude military capability. For the first time, a carefully curated animal contingent of the Remount & Veterinary Corps (RVC) of the Indian Army will be showcased, highlighting the critical role played by animals in safeguarding the nation’s most challenging frontiers.
The contingent will feature two Bactrian camels, four Zanskar ponies, four raptors, ten Indian breed Army dogs, along with six conventional military dogs already in service. Together, they represent a blend of tradition, innovation and self-reliance in the Indian Army’s operational ecosystem.
Leading the column will be the hardy Bactrian camels, recently inducted for operations in the cold deserts of Ladakh. Perfectly adapted to extreme cold, thin air and altitudes above 15,000 feet, these camels can carry loads of up to 250 kilograms and traverse long distances with minimal water and feed. Their induction has significantly enhanced logistical support and mounted patrolling capability along the Line of Actual Control in sandy terrain and steep gradients.
Marching alongside will be the Zanskar ponies, a rare and indigenous mountain breed from Ladakh. Despite their small stature, these ponies are renowned for extraordinary endurance, carrying 40 to 60 kilograms over long distances at altitudes exceeding 15,000 feet and in temperatures dropping to minus 40 degrees Celsius. Since their induction in 2020, they have served in some of the harshest terrains, including the Siachen Glacier. Beyond logistics, Zanskar ponies play a key role in mounted patrols, sometimes covering up to 70 kilometres in a single day, standing shoulder to shoulder with soldiers in high-risk areas.
Adding sharp-eyed vigilance to the formation will be four raptors, used for bird-strike control and surveillance, reflecting the Army’s innovative use of natural capabilities for operational safety and effectiveness.
A major highlight of the parade will be the Army Dogs, often called the “Silent Warriors” of the Indian Army. Raised, trained and nurtured by the Remount & Veterinary Corps at the RVC Centre and College, Meerut, these dogs support troops in counter-terrorism operations, explosive and mine detection, tracking, guarding, disaster response and search-and-rescue missions. Over the decades, Army dogs and their handlers have displayed exceptional bravery, earning gallantry awards and commendations for acts of courage in combat and humanitarian operations.
Under the vision of Atmanirbhar Bharat and Make in India, the Army has increasingly inducted indigenous dog breeds such as Mudhol Hound, Rampur Hound, Chippiparai, Kombai and Rajapalayam. Their presence on Kartavya Path will underscore India’s push towards self-reliance in defence and the successful integration of native breeds into specialised military roles.
As the animal contingent marches past the saluting dais on Republic Day 2026, it will serve as a poignant reminder that India’s defence strength is not built by machines and soldiers alone. From the icy heights of Siachen to the cold deserts of Ladakh and disaster-hit civilian areas, these animals have quietly shared the burden of duty, courage and sacrifice.

They march not just as support elements, but as warriors on four legs, living symbols of resilience, loyalty and the Indian Army’s unwavering resolve to protect the nation under all conditions.

Effective Ownership of Public-Focused Schemes Essential for Achieving Intended Outcomes: Aijaz Asad

Secretary RDD & PR Reviews Development Progress in Poonch

Poonch, Dec 06, 2025: Secretary, Rural Development Department (RDD) and Panchayati Raj, Mohammad Aijaz Asad, emphasised the need for renewed commitment from officers and field staff to ensure the effective and timely ex*****on of government schemes, stating that the ultimate objective of all development initiatives is to deliver maximum benefits to the common people.

During his visit to Poonch, the Secretary conducted a comprehensive Panchayat-wise review of major Centrally Sponsored Schemes, including MGNREGA, PMAY-G, SBM-G, NRLM, RGSA, IWMP and allied programmes. He directed officers to expedite project ex*****on, address grassroots-level bottlenecks and ensure steady progress across all schemes. Stressing the need to prioritise works of public importance, he called for ensuring that every eligible beneficiary receives rightful entitlements.

Highlighting the importance of the Pradhan Mantri Awas Yojana–Gramin (PMAY-G), the Secretary instructed officials to complete all pending houses within stipulated timelines, noting the scheme’s role in supporting homeless and vulnerable families.

He also reviewed the status of e-KYC, Awas Plus 2.0, CD and Panchayat works, RGSA, TSP Plan and Self-Help Group (SHG) activities, besides other key programme components.

Reiterating the importance of strict financial discipline, the Secretary stressed the need for seamless fund flow, enhanced utilisation capacity and timely submission of Utilisation Certificates (UCs) to ensure uninterrupted implementation of schemes.

During the meeting, it was informed that nearly 15,612 assets were completed under MGNREGA during the financial year 2025–26. Under PMAY-G, 48,736 houses were constructed, while 114 works were completed under UT Capex and CD & Panchayat, and 500 works under the District Capex.

Earlier, the District Development Commissioner briefed the Secretary on the progress of ongoing developmental works and departmental initiatives.
