Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• On the track forecast, VERBENA will move generally west northwestward throughout its passage across the central portion of the country between today and tomorrow (25 November). It is forecast to make landfall over Caraga Region this afternoon. Afterwards, it will accelerate across Visayas and the northern portion of Palawan between tonight and tomorrow evening before emerging over the West Philippine Sea on Wednesday (26 November) morning. It will then turn westward and pass north of Kalayaan Islands and exit the Philippine Area of Responsibility on Thursday (27 November).
• VERBENA may slightly intensify prior to landfall but will likely cross Visayas as a tropical depression. It may reach tropical storm category either before reaching northern Palawan or once over the West Philippine Sea. VERBENA may peak at severe tropical storm category in the middle of the West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.
