Forbes came from a wealthy Boston family and first arrived in the Philippines in 1904, serving in the Philippine Commission before becoming governor-general. His administration focused heavily on public works and infrastructure, including roads, bridges, ports, government buildings, and improvements in transportation and public health. He was also closely associated with officials such as Dean C. Worcester, who documented many Indigenous communities in the Philippines through photographs and ethnographic writings. Forbes generally supported the American colonial policy of preparing Filipinos for greater self-government, although political power during his term still remained largely under American authority. After leaving the Philippines, he continued in diplomacy and later returned in 1921 as co-leader of the Wood–Forbes Mission, which assessed whether the Philippines was ready for independence. Today, Forbes is remembered both for his role in modernizing infrastructure and as an important figure in the complicated history of American colonial rule in the Philippines.
