An Urgent Message to the AFP/PNP and the National Security Cluster
My initial assessment to what is happening all around us, reveal a coordinated and deliberate political operation by the CPP–NPA–NDF, their front organizations, sectoral blocs, and allied political forces, intended to exploit the current climate of public anger, governance paralysis, and institutional strain created by the flood-control corruption scandal.
This alignment of actors is neither organic nor ideological—it is strategic, intentional, and designed to precipitate a constitutional vacuum.
I. The Organized Call for “Marcos–Duterte Resign” Is a Strategic Operation
The simultaneous delegitimization effort of both the President and the Vice President is unprecedented in CPP doctrine. Historically, the movement isolates a single principal enemy at each political phase. Their sudden shift to a dual-targeting strategy indicates a deeper, more coordinated plan to:
• bypass constitutional succession
• induce a leadership vacuum
• undermine institutional continuity
• and justify the creation of an extra-constitutional governing body
This is a united front maneuver, not a spontaneous expression of dissent.
II. The Objective: Engineer a Crisis That Justifies a ‘Transition Council’
The CPP/NPA/NDF and their legal fronts are systematically pushing narratives that both the President and the Vice President have lost the “moral mandate” to govern. This is not random advocacy—it is meant to create the political and psychological groundwork for a substitute governing structure, under names that sound legitimate and reform-oriented:
• Transition Council
• Coalition Council
• People’s Council for Reform
• Interim People’s Government
Whatever label is used, the purpose remains singular:
to create an “acceptable” political platform that the united front can infiltrate, influence, and eventually dominate.
III. Exploiting the Current Crisis as a Strategic Window
The flood-control corruption scandal has destabilized public trust and fractured political alliances. The CPP is capitalizing on these conditions to:
• Amplify mass agitation and sectoral mobilization
• Facilitate recruitment of student to join the NPA
• Position themselves as champions of accountability
• Delegitimize the entire constitutional line of succession
• Portray the constitutional pathway as “incapable of restoring order”
• Promote a “temporary” council as the only national salvation
Once such a council exists, they gain immediate access to:
• governmental structures
• media and information platforms
• policymaking channels
• and the bureaucracy itself
This would represent the most significant united front pe*******on since 1986.
IV. The End State: Political Capture Through a Civilian Front, Not the Barrel of a Gun
The strategic trajectory is clear:
• Constitutional vacuum
• Transition/Coalition Council formation
• United front pe*******on of key committees
• Neutralization of AFP/PNP leadership through political appointments
• Reconstitution of NPA guerrilla fronts under weakened state posture
• Incremental consolidation of political authority under a revolutionary façade
This is not an insurgency victory; this is political capture disguised as reform.
V. Message to the AFP and Security Cluster
You stand as the constitutional firewall against any attempt to subvert the legal order.
You must recognize the following:
• The current crisis is being weaponized.
• The Filipino people is not your enemy
• The retired MUP is not your enemy, the CPP/NPA/NDF is
• The CPP/NPA/NDF operation is coordinated and multi-layered.
• The dual delegitimization of the top two national leaders is part of a phased destabilization architecture.
• The promotion of “transition bodies” is the entry point for united front control.
Being apolitical does not mean being blind to an organized attempt to destroy constitutional continuity.
VI. Required Posture
The AFP and security cluster must:
• maintain institutional unity, alertness and loyalty to a constitutional succession
• heighten monitoring of political agitation linked to united front pe*******on
• guard against psychological and organizational infiltration
• reinforce internal counter-subversion protocols
• ensure no security vacuum emerges in the midst of political instability
VII. Final Warning
The Republic is entering a phase of heightened vulnerability.
If a constitutional vacuum is allowed to form, and if a transition or coalition council is permitted to arise outside the Constitution, the CPP/NPA/NDF will excert all available means to pe*****te it, influence it, and eventually capture it.
This is the most significant threat of political seizure through united front mechanisms in four decades.
The AFP and the national security cluster must not allow an engineered crisis to become the gateway for revolutionary power grab of the Communist Party of the Philippines(CPP).
