GILGIT: Efforts were underway by the federal and Gilgit-Baltistan governments to convince the Diamer dam-affected people to end their sit-in at Chilas as the protest entered ninth consecutive day.

The affected people have announced to continue their protest till the fulfillment of their 31 demands.

Organisers of the protest movement for the rights of Diamer-Bhasha Dam affected people warned of the consequences if the implementation of their demands was further delayed.

Thousands of people chanting slogans against Wapda and in support of their demands are participating in the protest.

On Sunday, federal minister for Kashmir Affairs and Gilgit-Baltistan Amir Muqam, who is also the chairman of a committee constituted by the prime minister, had visited Chilas and held talks with representatives of the protesters and tried to convince them to end the protest. He had suggested engaging the protesters’ representatives in talks with the federal committee to sort out the issues. However, the protesters refused and continued the sit-in.

After failure of the federal minister, GB Chief Minister Haji Gulbar Khan, Agriculture Minister Engineer Mohammad Anwar, Rehmat Khaliq and Shah Baig, who also support the demands, held negotiations with the protesters to convince them to end the sit-in. However, their efforts also failed in the three rounds of talks held in Chilas.

Speaking to the media, Maulana Hazratullah, the head of the protest movement committee, said people of the region staged the sit-in despite the cold weather for the last nine days.

“On demand of the protesters, a federal committee was constituted to settle the issues; however, the committee’s head (Amir Muqam) says he has no powers to settle our issues and other members of the committee were not presented there, so the protesters boycotted the talks.”

He said the GB chief minister also suggested initiating talks with the cabinet and sought time to settle the issues.

However, the protesters said the sit-in would be called off after assurance and an agreement to settle all their 31 demands.

He said Wapda and other relevant authorities were not serious to settle the issues.

Maulana Hazratullah said the protest will be intensified and plan B will be announced soon.

He called people from other areas to join them to continue the protest movement.

Meanwhile, people from other areas of the region continued to join the protest sit-in to show solidarity with the protesters.

The 31 points charter of demands included 80 per cent royalty of Diamer Dam and 30pc royalty of Dassu Dam for Gilgit-Baltistan; free electricity to Diamer district and on discounted rate to the people of GB from Diamer Dam, compensation for 18,000 acres acquired for the dam, financial package for the remaining 3,000 families of affected by the dam, commercial and residential plots, education, health, sewerage projects, appointments of local people on the dam project from grade 1 to grade 16 and regularisation of contingent and daily wage employees.

WHO thanks Nepal for its contribution to South-East Asia Regional Health Emergency Fund

The World Health Organization South-East Asia Region today thanked the Ministry of Health and Population, Government of Nepal, for contributing Nepalese Rupees 1500 000, approximately USD 11 000, to the South-East Asia Regional Health Emergency Fund (SEARHEF), a unique funding mechanism to support Member countries in the Region prepare for and respond to health emergencies.

“WHO thanks Nepal for its contribution to SEARHEF. Nepal has championed the regional health emergency fund at various forums. The country has been demonstrating great leadership in building capabilities and responding to emergencies, with many lessons for the Region and the world to emulate,” said Saima Wazed, Regional Director, WHO South-East Asia, in a letter to Mr Pradip Paudel, the Minister of Health and Population, Nepal.

Nepal’s contribution is a testament to its support, ownership, and commitment to SEARHEF, which is transparently managed by WHO for Member countries of the Region.

Established in 2007 as part of lessons learnt after the Indian Ocean tsunami that hit multiple countries in the Region, SEARHEF was set up with the aim to fund immediate health sector response during health emergency, which is critical to save lives.

Till date, the SEARHEF has supported 49 emergencies across 10 countries with disbursements over USD 8 million.

The scope of SEARHEF was expanded in 2016 to include emergency preparedness, with three countries using this funding mechanism to strengthen their Health Emergency Operations Centres and Rapid Response Teams.

Prone to natural disasters, Nepal has utilized SEARHEF for responding to Koshi floods in 2008, massive earthquake in 2015, and the recent earthquake in Jajarkot in 2023. The funds were used for coordinating health response to provide life-saving services and minimize disabilities through deployment of medical teams; prevent and respond to impending outbreaks; and support continuity of essential health services through establishment of temporary healthcare facilities.

Recognising the critical role played by SEARHEF in public health response in the Region, at the annual governing body meeting of WHO South-East Asia Region in October 2024, Member countries agreed to increase the corpus of the fund from USD one million to USD 3 million.

Nepal is the fourth country, after Thailand, India and Timor-Leste, to contribute to the enhanced corpus of SEARHEF.

The Regional Director said WHO stands committed to support Member countries build resilient heath systems that are well prepared for responding to public health emergencies of any magnitude.

Finance Minister Muhammad Aurangzeb on Monday confirmed that an International Monetary Fund (IMF) mission will visit Pakistan in early March for its biannual review of the $7 billion bailout deal.

Pakis­tan and the IMF had reached a three-year, $7 billion aid package deal in July, with the new programme set to allow the country to “cement macroeconomic stability and create conditions for stronger, more inclusive and resilient growth”.

The ongoing 37-month Extended Funded Facility programme consists of six reviews over the life of the bailout, and the release of the next tranche of approximately $1bn will be contingent on the success of the performance review.

Raising the tax-to-GDP ratio is crucial for Pakistan’s $7bn loan deal to stabilise its economy and manage debt. In 2024, the salaried class became the third-largest income tax contributor, trailing banks and petroleum but surpassing textile exporters.
