It's time to examine the final EIS on Grizzly Bears in Montana. The State remarks that it plans to allow hunting at minimum 5 years following delisting, but FWP and the Commission could allow hunting prior to that 5-year self-imposed limit. Here is the link to the final EIS (PDF).
